hydrophil iC GmbH is searching for an INSTITUTIONAL STRENGTHENING, GOVERNANCE AND CAPACITY BUILDING EXPERT for the FINAL EVALUATION of the African Transboundary River Basin Support Programme - Case of the Orange–Senqu River in Botswana, Lesotho, Namibia and South Africa

This Final Evaluation will address the extent to which the project activities have yielded the results attained, and the degree to which these results have contributed to achieving the stated purpose of the project. This must include an evaluation of the sustainability of the action, and in particular whether the capacity of the organisation to debate and ultimately agree on an appropriate form of Basin Wide Plan (and other priority projects) has been enhanced. This must address the way in which the redesign of the project in the inception phase, and the subsequent adjustments both responded to the needs of ORASECOM as well as enabled a better result. Importantly, the evaluation must assess whether the capacity of ORASECOM to decide on and establish relevant institutional structures and governance arrangements has been enhanced by the activities of the project. This must include interviews with the ORASECOM Commissioners, Task Team members, and Secretariat core Staff as well as Officials in each of the Contracting Parties, specifically with a view to polling their opinion as to whether they feel better equipped to direct and manage ongoing activities. The evaluation will include assessments of the way the project has engaged the other ICP supported programmes, and the extent to which this interaction will promote the sustainability of the action. Similarly, this should include assessments of the extent to which the activities of this programme have enabled ORASECOM to manage the delivery of the Basin Wide Plan and SAP. Recognising that many of the priority projects and the SAP, NAPs and Basin Wide Plan will be supported through existing and new work funded by other ICPs, the FE must include interviews with these funders as to whether they feel that the capacity of the organisation has been enhanced by the project.

The consultants shall assess:

- Whether the Activities and Results have been delivered as planned, and the extent to which this has contributed to the project purpose. This must specifically evaluate the extent to which ORASECOM’s capacity to operate as a transboundary organisation has been enhanced. This must assess whether the organisation’s ability to prepare for and deliver a Basin Wide Plan has been enhanced.
- If ORASECOM is now better placed to understand and debate the institutional and governance challenges, so as to formulate appropriate institutions, and whether this project’s outputs have supported and influenced decisions taken by the ORASECOM Council.
- The extent to which this has enabled ORASECOM to improve internal governance, as well as to debate the structure and functions of the Secretariat.
- The efficacy of the interaction with the other ICP support programmes in delivering on the overarching ORASECOM programme as outlined in the ORASECOM Gantt chart. This should assess whether cooperation has yielded sustainable benefits, and the contribution of the project in this regard.
- The extent to which the recommendations arising from this project may be taken up by the ongoing ICP support to ORASECOM, and whether the ability of ORASECOM to manage these programmes has been enhanced.
- Whether the communication and awareness raising activities have raised the profile of the organisation among stakeholders, and whether stakeholders believe that the organisation has been strengthened over the last 3 years.
- Whether the oversight role played by SADC has enabled them to replicate the project model among other River Basin Organisations (RBOs) in the region, and the extent to which the project deliverables have contributed towards strengthening RBOs throughout SADC.

EXPERTISE REQUIRED

INSTITUTIONAL STRENGTHENING, GOVERNANCE AND CAPACITY BUILDING EXPERT - 29 working days

Minimum requirements:

- University degree (or an equivalent diploma) of at least four years in a relevant discipline (economics, rural development, communications, or similar subject area) or an equivalent relevant professional experience of at least eight years above the specific professional experience required below.
- at least 10 years of relevant working experience in institutional strengthening, capacity development and governance roles.
- at least 3 years demonstrated experience in transboundary institutions and multi-donor support programmes.

Others:

- Previous experience of working on EDF supported projects would be an advantage.
- Extensive knowledge of institutional development, capacity building, regional integration and monitoring and evaluation of development programmes and projects is preferred.
- Working experience in regional economic communities such as the SADC region is preferred.
- A post-graduate qualification would be an added advantage.
- Strong communications and presentation skills,
- Excellent report writing capability.
- Fluent in spoken and written English.

Project duration: 83 calendar days, starting 1st June 2011.
Project location: Botswana, ORASECOM Secretariat (South Africa), Member States (South Africa, Namibia, Lesotho), and home based.
